Ignore invalid namespaces

This pull request adds a validation for namespace names to the Python documentation generator. Packages and modules which without a valid namespace name are now ignored and not included in the documentation. The validation step was added to the Python namespace class (PythonNamespace). It uses the new function validate_namespace_name tests were also added for. To ensure correct behavior, test modules and packages with invalid names were added to the Python documentation generator test project directories. A changelog entry for invalid namespace name ignoring and one for the stricter namespace name validation were added to the changelog.

Added more strict validation for namespaces names to PythonNamespace
than before and updated error messages.
All tests depending on this were updated to the new behavior.
