Load the default language always

Just to clarify: Is it okay if this results in two language files being loaded on startup (the fallback language and the user's selected language), or do you have a different approach in mind?

Please consider that this problem affects all major browsers on mobile, not only Chromium in Android.

Note: I know we shouldn't orient ourselves towards companies like Google, however, Google's tap highlight effect is the best example of how I envision it for Seekra.
