Remove unused third-party licenses

There are a(n outdated) list of third-party licenses in NOTICE and the actual license texts in licenses/. They should be removed.

Why?

We do not redistribute third-party libraries; we only import them. Furthermore, the third-party licenses file name should not be NOTICE. That is why the above is just unnecessary overhead and should be removed.
