Python documentation generator output directory creation

This pull request adds the creation of the output directory if it does not exist to the Python documentation generator. A test for this new behavior and a changelog entry were also added.

feat(python-generator): create output directory e2264696e8 
Now, the output directory and its parents are created when generating
the documentation.
test(python-generator): add test for directory creation ec156a538e 
Added a testing function which tests whether the documentation directory
is created when the documentation is generated.
docs(changelog): add docs directory creation entry 717a8c446e 
Added a changelog entry for the creation of the documentation directory
at the Python documentation generator.
