Set up Ruff

Because the project grows, it would be very inefficient to format and lint code by hand. That is why we should set up Ruff now.

Why Ruff

Ruff is an easy to use solution for formatting and linting code both with one tool. As it uses Rust, it is very fast. Even when the project is large, Rust remains fast. It supports over 900 built-in linting rules and is easy to install.
